Update Team's Allocation in Scenario VBS

Scenario VBS is designed to be similar to the Block and Stack (VBS) in the Live Environment and if you under or over block teams or neighborhoods the stack will display warnings, refer to Stack Warnings.

You can complete the following for either working style:
