Scratch Pad and Other Buildings drop Target

When you are moving teams the Scratch Pad and Other Buildings drop target can be very useful:
- Scratch Pad is a virtual floor that is included in each building to use as a holding bay when you are restacking a floor, see Move Teams using the VBS Scratch Pad.
- Other Buildings drop target can be used to move teams between buildings, see Move Teams between Buildings.
