Smart Client DLL Build Step

This step will build the localizable resource files (.resx) for the SmartClient application into resource .dll files. This can be done using Visual Studio 2022 with the following steps:

1. Open solution SmartClient.sln.

2. Execute Build Solution from the Build menu.
